In southeast Kentucky, Bell, Clay, Floyd, Harlan, Knott, Knox, Leslie, Letcher, Perry and Pike. * WHEN...From 8 AM EDT this morning through Friday evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. * ADDITIONAL DETAILS... - Widespread showers and some embedded thunderstorms will affect the area today into Friday as Tropical System Helene approaches and interacts with a nearby stalled frontal boundary. Periods of heavy to, at times, torrential rainfall are expected from this, which may lead to incidents of flash flooding.
