In southeast Kentucky, Bell, Clay, Harlan, Knott, Knox, Leslie, Letcher and Perry. * WHEN...Until 2 AM EDT Wednesday. * IMPACTS...Excessive runoff may result in flooding of creeks, streams, and other low-lying and flood-prone locations. Low-water crossings may be flooded. You should monitor later forecasts and be alert for possible Flood Warnings.
