General Flood Advisory Under present weather conditions, At 3:00 PM today, the center of Tropical Depression (TD) "ESTER" was estimated based on all available data at 255 km North Northwest of Itbayat, Batanes (23.0°N, 121.3°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 55 km/h. It is moving East Northeastward at 15 km/h. Southwest Monsoon affecting Northern and Central Luzon. The 12-hour rainfall forecast is light to moderate rains and thunderstorms.
