General Flood Advisory Under present weather conditions, At 3:00 PM today, the center of Typhoon "FRANCISCO" {MEKKHALA} was estimated based on all available data at 1,070 km East of Central Luzon (16.1°N, 131.6°E) with maximum sustained winds of 120 km/h near the center and gustiness of up to 150 km/h. It is moving West Northwestward at 25 km/h. Southwest Monsoon affecting Mindanao, the western section of Visayas, and Palawan. The 12-hour rainfall forecast is Light to moderate rains and thunderstorms. WATERCOURSES LIKELY TO BE AFFECTED : + **Cebu** - Rivers and its tributaries particularly Kotkot, Mananga, Guinabasan, Balamban and Sabangdaku. + **Siquijor** - All rivers and its tributaries + **Bohol** - Rivers and its tributaries particularly Inabanga, Ipil, Matulid, Loboc and Abatan. + **Negros Oriental** - Rivers and its tributaries particularly La Libertad, Tanjay, Candugay, Siaton, Cawitan, Sipocong, Bayawan, Pagatban and Lower Tabanan. People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the **Local Disaster Risk Reduction and Management Councils** concerned advised to take necessary precautionary measures.

However, onset of heavy rains due to the Enhanced Southwest Monsoon is possible beginning tomorrow (22 June). A Weather Advisory may be issued today or tomorrow in anticipation of the heavy rains over Northern Luzon and some areas in the western portions of Luzon and Visayas. Severe Winds Based on the latest forecast track, Wind Signal No.1 may be hoisted in some localities in the northern and eastern portions of Cagayan, Babuyan Islands, and Batanes by tomorrow morning. The Southwest Monsoon will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds): Today: Siquijor, Camiguin, the southern portion of Bohol, Southern Leyte, Davao Oriental, Davao Occidental, and Sarangani. Tomorrow (22 June): La Union, Pangasinan, CALABARZON, Romblon, Masbate, most of Visayas, Basilan, Sulu, Zamboanga Peninsula, Misamis Occidental, Lanao del Norte, Camiguin, Surigao del Norte, Dinagat Islands, the eastern portion of Davao Occidental, and the eastern and southern portions of Davao Oriental. Tuesday (23 June): Most of Luzon, Visayas, Zamboanga Peninsula, Northern Mindanao, Surigao del Norte, Dinagat Islands, Davao Occidental, and Davao Oriental. HAZARDS AFFECTING COASTAL WATERS 24-Hour Sea Condition Outlook Up to moderate seas over the following coastal waters: Up to 2.5 m: The eastern seaboards of Isabela and Davao Oriental. Up to 2.0 m: The seaboards of northern Aurora and Surigao del Sur; the eastern seaboards of Babuyan Islands, mainland Cagayan, Albay, Sorsogon, Eastern Samar, Dinagat Islands, Siargao Island-Bucas Grande Island Group, and Davao Occidental; the northern and eastern seaboards of Catanduanes and Northern Samar; the northern seaboard of Camarines Sur; the southern seaboard of Davao Oriental. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. Other coastal waters have forecast wave heights of less than 2.0 m. TRACK AND INTENSITY OUTLOOK It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone. FRANCISCO will likely remain over the Philippine Sea throughout the forecast period. However, a closer approach to Extreme Northern Luzon is not ruled out should the forecast track continue to shift westward. FRANCISCO will move west northwestward until Wednesday (24 June), then it will decelerate as it recurves towards southern Japan for the rest of the forecast period. FRANCISCO will further intensify until it reaches its peak intensity likely by Tuesday (23 June). Thereafter, a weakening trend is expected.
